Santarem District

The Complementarity Between Two Sub-regions

With an area of 6715.9 km.2, and a population of 460 thousand people, the district territory is travelled along the Tagus river, which gives it its own identity and represents a geographic road which "interweaves the sea and agriculture, merging into one, the two typical faces of the Nation."

The Santarém Region is located about 80 km north from Lisbon, and is served by excellent accessibilities.

Following its geographical diversity, the district of Santarem can be split into two sub regions, Leziria do Tejo and Médio Tejo.
 

Lezíria do Tejo

Complementarity Territory

It is undeniable that "Leziria do Tejo, the land of promise and dreams" has been showing an considerable dynamism, considering not only of the support of the European Community that has benefited, but also, through the initiatives and successful forms of partnerships between their economic agents.

Located at the watershed of Tejo, covering half of the southernmost district of Santarem, this sub region is one of the geographic areas in the country, with the greatest potential in agro industrial sector, if not one of the best alluvial plain of Europe.

It has an area of about 4011 km2, 73% of which is on the left bank of the river, its landscape is characterized by low slopes, less than 200m, modelled on the morphology of Tejo and its affluent Alviela and Sorraia. Lisbon and Alentejo are the boundaries.

Administratively, the surface of this sub-region is spread over 10 municipalities, Almeirim, Alpiarça, Benavente, Cartaxo, Chamusca, Coruche, Golegã, Rio Maior, Salvaterra de Magos, Santarém. Almeirim, Cartaxo, Rio Maior and Santarém are the main cities. Santarém is the political and administrative capital that by his excellent strategic location has been conditioning the building of road and railway infrastructures.

Ultimately, the Leziria do Tejo consists on a multifaceted territory, full of contrasts, offering a dynamic and potentially competitive agricultural sector, based on natural resources that are favourable, such as, good irrigable land, a land structure not excessively restrictive and good conditions for the application of advanced technologies. These are the reasons that this sub region is considered one of the most important agricultural areas in Portugal.

In respect of economic terms, besides the recent development of location to logistics centres, the territory of Leziria do Tejo has been providing the anchoring of important food industrial units, in parallel with a process of affirmation and consolidation of a small and medium urban centres network. However, the tertiary sector has the fattest growing in the territory, employing a large number of workers, highlighting this sector we have the strong predominance of trade, retail and wholesale, catering and hospitality, filling 50% of employment in this sector.
 

Médio Tejo

Intermediation Territory

Located in the north of Santarem district and characterized by a topographic diversity, the sub region of Médio Tejo covers an area of 2705 km2, covering the municipalities of Abrantes, Alcanena, Constância, Entroncamento, Torres Novas, Ferreira do Zêzere, Mação, Ourém, Sardoal, Tomar, Torres Novas and Vila Nova da Barquinha. It has a resident population of almost 239 thousand and a population density around 88 habitant/km 2.

The territory of this sub region has a sharper relief, where is located the Natural Park of Serra de Aires and Candeeiros. This territory is characterized by the diversity of the soil.

In its economic structure, Médio Tejo presents itself as an area that combines a natural agro-forestry vocation. In fact, on one hand the Médio Tejo is the natural extension of the extensive forest areas of Central region of Portugal, on the other hand, has in Alcanena, Abrantes, Torres Novas, and Ourém municipalities with a significant industrial tradition, sometimes containing specialization clusters with national relevance.

The leather production, furniture, paper and metallomechanics, are sectors that are nationally recognized. Additionally, in what concerns to energy production, the sub region has the two major plants in the country: the hydroelectric of Castelo de Bode and thermoelectric central of Pego.

However, the agricultural production structure has a lower potential and performance than Leziria do Tejo. However, gains greater visibility in the field of forestry, once has very rich forests which round the 55 hectares, that positively influences the economy of Abrantes, Ferreira do Zêzere, Mação, Sardoal, Tomar and Ourém municipalities.

Not less important for the sub-region, are the tourism potential. Unquestionably, Médio Tejo reveals resources with ability to regional, national and international tourist attraction. The rivers and lagoons, the Natural Park of Serra de Aires, Fatima and their religious tourism or the recognized asset values of historical Tomar city, justifying the tourism potential of this sub region.

Briefly, it could be argued that the sub region of Medio Tejo is, and will increasingly, an extending territory of urban networks, the deepening of complementarities, of mediation and affirmation of innovation clusters and for logistic vocation.
 

The Regional Economic Base

The territory of Santarem district, considering in its sub-regions of Lezíria do Tejo e Médio Tejo, is in terms of their economic base, a vast territory that encompasses and extends the dynamic and "power" inherent in Lisbon area. In particular, the taken advantage of the geographical position of the district, which places it on the geostrategic corridor for Europe in the new position of Portugal as the "European West Coast."

In what concerns to production, the Tagus Valley is actually an area with good production technologies, with a wide variety of agricultural activities, farming and forestry with complementary cycles throughout the year, and is served by a diverse network of processing and agro-industrial units. In this context, is of particular importance to regional and national agriculture where assumes considerable values, particularly in wine production, agro-industrial, vegetable, fruit, tomatoes, rice, forest industry and cattle breading.

Regarding the industrial structure, also his composition clearly reflects the importance of food industry, wood and furniture, clothing and leather, engineering, non-metallic mineral products and transport equipment, emphasizing also the industries of paper and graphic arts and of construction materials, especially the construction sector and public infrastructures.

Unquestionably, there are in the Region activities with strong growth potential because of the competitive advantages they present, such as the case of the food industry, forestry, leather, paper, automotive and components and metallomechanical.

The construction of some equipment, the improvement of accessibility in the region, taking advantage of its location logistics, the good agreement between a local and a dynamic entrepreneurial business associations, have been able to attract new capital from outside the region and reclassify it on the map economic activity in Portugal. Also known existence in Leziria do Tejo and Médio Tejo, vocational school and high school and college, and some bodies of renowned R&D, boosted by the proximity to centres of education and research in Greater Lisbon, the district qualify positively Santarem, in terms of technological innovation, as a potentially competitive territory.
